Within a short time of me putting feelers out there in the greater vintage computing/Commodore world, someone found a set of ROM dumps for a very similar cartridge. (https://sid.fi/~tnt/vic20/zero18/)

You know, y'all might have something there. I measured the startup time, and it's closer to 19 seconds from when I throw the switch. 15S instead of 155 makes alot more sense now.
