I found this older post on how to use a 2764 EPROM in a modified Commodore cartridge:

And I would like to make myself a newer Jelly Monsters cart with the fixed V2 code. But all the Commodore ROM files I have downloaded are 2-bytes larger than 8K. Should I saw off the first two bytes, the last two bytes, or what is the process to burn these images back to EPROM?

Remove the first two bytes. The files attach the load address at the beginning. If you look at those two bytes they should be 00, A0 for most cartridges, indicating a load address of $A000.

As always, what is not said is far more important than what is said.
