cc65 batch makefile creator
I am creating a program for DOS and Win32 that automates the task of writing a batch file to compile a program. Is this worth it? What do you think?

I am not sure that I understand your question, but I have got the impression that you are trying to reinvent makefiles or makefile generators. I'd rather not use batch files for compiling programs. That may be just my opinion, because a couple of months ago I was told in this forum that I do not need makefiles.
