Any ideas what may be the trouble? It looks like it went on an acid trip, but this only happens with Jelly Monsters and Cosmic Cruncher.

I had the same exact thing happen to me! I noticed it only affects games in "double character" mode (8 x 16 characters via 36867). I posted a pic here:

Esplapion concluded it was a faulty chip. Read more about it in that thread. I just ended up getting a new vic.

I've fiddled with it a bit and it does seem to be the VIC itself. The cart works fine on another VIC and another Jelly Monsters cart has the same issue on this VIC.
I'm not sure it's the same issue you had Jeff. It looks similar, but games like Fast Eddie work fine. I have noticed that the power connector feels loose and moving it causes interference on the display. I'm thinking it may be something with the solder on the power connection, but I don't know if it's fried something or if the loose connection is causing the problem
