That does look like a bad or even missing character ROM. The apparently changing characters even suggests a lot of those data lines are floating (hovering between low and high). I'm starting a Rev 1 VIC board repair so I might try removing the character ROM and seeing if it does something like this....

I read that the Revision 1 VIC 20s have separate NTSC and PAL versions, with the PAL ones sporting extra traces on the board. The power supply I got had a ground pin on it, but it might not be connected to anything at the VIC 20 end

I would be inclined to test with the original PSU briefly after checking the voltage with a meter of course. Just did the re-cap R10 adjustments and tested the stock power supply. Yes please do this

This dramatically affected my luminance output, where it solidified the cyan border after replacing all capacitors and doing the S-Video modification.

I just did, and I get a very clean picture this time. I haven't done the re-cap R10 adjustments yet, and was about to.

So what is this after-market brick doing, I wonder.
