What is the best and easiest to use Vic-20 emulator?

VICE and MESS are the only current emulators afaik.
I think VICE has the most complete and easy to use emulation. Plus, you get excellent emulation of the C64, C128, and PET machines, and fairly good emulation of the Plus/4 and C16.
With MESS you get emulation of lots of different systems but I believe the VIC-20 emulation is not as complete as in VICE.

There's Kweepa's online Java emulator but you're limited to the games on the webpage as there's no off-line version. In fact, I thought it was going to make an appearance on this very site...? It is a really good emu though.

I was waiting for a finished product. Last I heard, he was still making updates. VICE is the long-standing emulator which all is compared, and I would say for a newbie it is "the easiest" to install and get running quickly -- hands down please.
As far as "the best", I am warming up to MESS more and more these days. I prefer MESS superior video output capabilities over VICE, although its recent PAL controls have levelled that playing field a little bit more. Hands down, MESS design is far more in-depth (rotating, view aspect ratio, etc.)
Regardless, you still need to know how to "operate" a VIC -- emulators won't teach you.
