The program you are using to write it allows using more cylinders than the standadrd amount? I've read about getting additional space on floppys writing several cylinders more, all the mechanical part allows... Maybe that D64 has those extended cylinders.
Edit: Is just that, if standard is 35 cylinders those disks need at least 36, verified with DirMaster.

Someone told that it's possible with mmc64. But I sold mine years ago.
