I'm afraid it's a conventional, second edition VIC. I' can't explain why the price got so high.
I wouldn't buy it even if it was the last VIC on Earth.

This auction it's really strange, the maximum saw by me in Italy was 80/90 Euro but for a working Vic with a lot of accessories...

highest bids are from users with feedback (0), I suspect it's a swindle

...which is way too much either, and is wrongly described as "the very first VIC model" (note it's NOT a 2-prong PSU).
I wonder why prices in Italy are always excessive

There's a local scheme I've noticed. A person sells an item on craigslist (a local free classified site); posts a fake ad on eBay with a high buy-it-now price; and links the eBay auction to the real ad as a justification of the price. Ie. "I'm selling this for half the price it's currently going for on eBay".
