Uhm... VICE? You'd stop the program and then enter LIST to show the program. What software would let you open the prg file?
There are some *.prg to ASCII converters around. However, printing out the program, and then re-typing it into the VIC-20 is a quite cumbersome, and error-prone process. And more or less restricted to pure BASIC programs.
In most cases, *.prg (or for that matter, *.d64) files either are copied to a disc using the 1541 connected to the PC via a X1541 cable. Or with SD2IEC or uIEC/SD, which take SD cards written on the PC, and are attached via the serial cable to the VIC-20 and act as floppy drive.

I just came across this on YOUTUBE.

Some guy is saying you can use some pc software called
"audio Tap"
Running a cable from the pc's Audio out to a tape recorder
and record the converted .Tap file.
On the Youtube video scroll to time 8.09
It explains There.
