The idea of doing a 40 column text editor for the VIC-20 had crossed my mind often enough. Yet... compared to a bitmap/picture/graphics editor like MINIPAINT, where no immediately usable tool existed on PCs to perform that task, within me that idea met much more resistance for its realisation: there are a plenty of working text editors around on many other platforms, and actually *using* ASCII text written on other machines for a 40 column display on a VIC-20 is easy enough, see MG BROWSE and its uses in the Bible series and for several instruction text viewers of my software releases... and more to come.
For doodling, MG Text Edit might be enough. It doesn't store away the input as text though, rather it is intended to supply a text entry facility which was not included with MINIPAINT itself - so it most probably still isn't what you want.
