MCL65+ sits on the "wrong" side of the address and data bus buffers. On the CPU side, there's the cartridge port, BASIC ROM and KERNAL ROM; on the VIC side, there's the internal RAM, colour RAM and character ROM. (The VIA chips get a special handling, but that's not relevant here.) While the VIC fetches video data, the bus buffers separate VIC bus and CPU bus half. That means the VIC chip cannot access anything on the CPU side of the shared bus!
As a consequence, MCL65+ is not able to replicate the functionality of the VFLI mod.
