I have this idea. I want an easier PC to VIC interface.
I want to install a 5.25 drive in a drive bay on my PC. I actually wanted a CMD 1541. I am thinking of some sort of power supply substitute and an internal XE1541 cable.
Or could I install a PC 5.25 drive and somehow use software to make it read CMD disk? Are there any programs out there that could do such a thing?

There are the CatWeas(e)l disk controller cards that are supposed to be able to read foreign disk formats, both 5.25" and 3.5". However, from what I understand at least the PCI Mk3 is very picky with which PC drive you are using, and I don't know how much software supports it. There is a Mk4 coming out, but I'm not sure if it will be more flexible.
Since some people have built themselves a tower C64, I assume there is a 1541 or other mechanism that would fit inside a PC. I don't have a reference to someone who did it though.
