More likely the problem is in video section, rather than power supply related. If 5vdc supply was significantly unstable to cause video degradation, there would be other issues - such as Vic-20 freezing or crashing. MegaCart has both hardware reset via push button switch as well as software reset via internal logic.

If MegaCart starts up ok to main menu, but games, utilities, etc can not be selected, it is likely fault within software reset logic.

I believe the slowness is being caused by extra CPU cycles being needed to write to 6545 display memory

Have a look at Vic-20 MegaCart also for ideas.
