However, when I move the RD and SD wires a certain way, those lights go out on the modem and if done just right, I can type AT commands and get correct responses from the modem, I suggest you open it up and solder the bad connection or cut back and rewire the cable at the break or replace the cable...

There are eight Zoom 2949L external modems on eBay right now, and they definitely work with a Commodore 64/128 (never tried them with a VIC-20).
